This fills in missing network size values and ensures that network sizes for each individual are at least as large as the number of their recruits plus one (for the connection to their recruiter).

The estimator uses either Gile's SS estimator, or RDS-II to estimate population mean and median network sizes. These network sizes may be stratified by a categorical variable if there is significant reason to believe that network sizes vary between categories.
